BISMARCK - A marketing company has been banned from doing business in North Dakota, the state attorney general’s office announced Friday.

Consumer fraud investigators determined that Vladimir Adolphe , who did business as GeneralYellowpages.com and Electronic Media Marketing Group Inc., was engaging in deceptive practices, including sending invoices to other businesses for advertising services they did not order.

Adolphe, who also goes by Vlad Adolph, and his representatives called businesses across the state claiming they had previously ordered a business listing service. He would then ask if the businesses wanted to continue the service. If they said they wanted to cancel, Adolphe informed them that they had a bill they must pay or legal action would be taken.

“It appears Mr. Adolphe targeted churches and local non-profits because those organizations are often run by volunteers or employees who may not be experienced in advertising and business accounting practices,” Attorney General Wayne Stenehjem said in a statement.

Adolphe claimed to have recordings of individuals authorizing the services but could not provide investigators with those recordings or any proof that the businesses had ever ordered or received the services, the release said.

Adolphe , who listed addresses in New York and New Jersey, has 10 days to request a hearing.
