A Sabin, Minn., man was hit Monday with a new charge in connection with a fatal vehicle/pedestrian incident in Moorhead.
Mark R. Andrews, 47, was charged last summer in Clay County District Court with criminal vehicular homicide, accused of causing the death of Robert Yanez, 50, by driving in a grossly negligent manner Aug. 2.
On Monday, Clay County Attorney Lisa Borgen filed an additional count of criminal vehicular homicide. The charge claims laboratory analysis indicated Andrews had both amphetamine and methamphetamine in his system at the time of the incident.
Yanez was struck and killed by a pickup in the area of 20th Street and 14th Avenue South on the afternoon of Aug. 2.
Court documents state a police officer noticed the pickup weaving in the street before the incident and was in the process of trying to stop it when Yanez was struck.

Following the incident, a police squad car collided with the pickup in order to stop it.
Officers found the driver of the pickup, identified in court documents as Andrews, incoherent and unresponsive.
A medical alert tag showed Andrews to be a diabetic. He was taken to a Fargo hospital.
Andrews became more coherent after he was treated for a diabetic reaction. Andrews told police he had eaten breakfast the morning of the incident but only candy the rest of the day, according to court documents.
