The Kansas church's actions prompted laws in North Dakota and Minnesota. Church members demonstrated in June 2006 at separate funerals in Fargo and Bismarck for two National Guardsmen, Spc. Michael Hermanson and Sgt. Travis Van Zoest.
Westboro members also planned to protest at a Moorhead military funeral for Marine Sgt. Bryan Opskar in August 2005 but canceled at the last minute.
Instead, they quietly protested at his memorial service later in Princeton, Minn.
Last month, the church called off its planned protest outside Fargo South High School. The church previously said it would protest the high school play production of "The Laramie Project," which is about a gay University of Wyoming student murdered in 1998.
