A sex offender charged with failing to register made his first court appearance Monday in Clay County District Court.

Frank Leroy Brown, 45, address unknown, is accused of failing to notify Moorhead police of an address change.

Moorhead police conducted a routine check on Brown in May and learned he was no longer living at 2107 Main Ave. S.E., court records say.

Brown served nearly 15 years in prison for a 1988 conviction in Michigan for having sexual contact with a 4-year-old girl, said Clay County Attorney Lisa Borgen.

In March 2004, Brown was sentenced in Clay County District Court to one year in jail for failing to notify police of address changes after he was kicked out of two Moorhead homeless shelters in the fall of 2003.

A second conviction of failing to register as a sex offender, a felony, carries a mandatory minimum sentence of two years in prison, Borgen said.

Brown is being held in the Clay County Jail in lieu of $20,000 bond.
