The Fargo Police Department will hold a community notification meeting Thursday for a high-risk sex offender living downtown.
Curtis Russel Lauinger, 42, moved to 319 Broadway from the Cass County Jail, where he had been held following an arrest for failure to register, police said. In that case, police arrested Lauinger Aug. 6 in Sioux Falls, S.D., on a warrant from Fargo.
Police say Lauinger lived in Fargo for three weeks this summer without registering. He eventually registered when an anonymous tip led police to him, but he then left for South Dakota without reporting the move.
Police will hold their public meeting at 7 p.m. Thursday in the City Commission room in the Fargo Civic Center. State law requires local law enforcement agencies to notify the public whenever a high-risk offender moves into their community.
High-risk offenders are those considered the most likely to re-offend.

Lauinger's history includes a 1989 conviction in Jefferson County, Colo., for sexually assaulting four boys, ages 5 to 11. He was also convicted of misdemeanor indecent exposure and corruption or solicitation of a minor in 1997 in Burleigh County, N.D., for offering money to a 13-year-old boy for sex.
The police use their meetings to discuss the offender's rights and restrictions, the offender's history and safety measures for neighbors.
