BISMARCK -- North Dakota should have an agency that promotes population growth, says Rep. Mary Ekstrom, D-Fargo.

Her bill that proposes a Division of Population Growth in the Department of Commerce gets a hearing this morning in the House Industry Business and Labor Committee. The bill is HB 1199.

Meth bills today

Nine bills relating to meth will be heard today in a joint House and Senate Judiciary meeting.

Attorney General Wayne Stenehjem will present the bills, beginning with a 10 a.m. overview.

They include: a mandate for insurance coverage of residential drug treatment, a mandatory sentence of four years for armed meth offenders, new penalties for adults who allow children to be exposed to meth or its manufacture, and limits on sales of ephedrine.

Finders keepers

Senate Bill 2168 would make it legal for someone who finds lost personal property or money to keep it if no one claims it.

It would affect cases in which the finder turns over the property or money to a law enforcement agency. If it isn't claimed in two years, the finder can reclaim it. Current law doesn't allow a finder to claim lost property when the owner isn't found.

The bill has a hearing at 9 a.m. Thursday in the Senate Political Subdivisions Committee.
