FARGO - Fargo Police Chief Keith Ternes said officers received a report of portable toilet tipping in south Fargo's Harwood Groves neighborhood Friday night.
The portable toilets are set up throughout the city for National Guardsmen and others who are monitoring the levees.
Ternes said some contingency sandbags also were scattered through the neighborhood.
