The Horace, N.D., mayor's race wasn't changed by a recount of the ballots. The review showed challenger John Goerger still defeated incumbent Perry Ronning 144-143.

That one-vote margin of victory had triggered an automatic recount, which was done by Cass County.

Auditors from Fargo, West Fargo and the county performed the hand review of ballots from Horace's district Thursday morning.

The candidates shook hands after the results were announced and Ronning congratulated Goerger.

"The only way I felt it could change is if they missed an absentee ballot," Ronning said after the recount.
