Seat belts are used in Moorhead and Clay County 82 percent of the time on average, according to a survey conducted in January.
The survey found seat-belt use at or above 80 percent at each of 12 locations, according to a news release.
The west exit at the Moorhead High School parking lot had the highest reading at86 percent.
Six of the past eight months have seen the average use at80 percent or higher.
