If you look up the average annual snowfall for Fargo-Moorhead, you get 50.1 inches, which is just a shade over 4 feet. This average, like most averages in weather, is based on the present complete three decade period.

Through 2021, the period used goes from Jan. 1, 1981, through Dec. 31, 2010. This 30 year period includes the record winter snowfall of 117 inches set in 1996-97. It also includes four of the top five snowiest winters, as well as six of the top 10 and 10 of the top 20.

When I first became the meteorologist at WDAY-TV in 1985, the three decade period in use went from 1951-1980. This period includes some of the least snowy winters on record in the 1950s, including the record low winter snowfall of just 9.3 inches in 1957-58.

The past three winters have been almost as snow-less as the late 1950s, so the next three decade period will be interesting because it will still include the snowy 1990s but also the snow-less 2010s.
