The Forum editorial board was right in saying the 2007 Legislature needs to look at accountability and transparency measures in light of issues raised by the all-expenses-paid trip to Antigua enjoyed by Rep. Jim Kasper, R-Fargo, and other legislators.

Instead of taking a piecemeal approach, based on the concerns raised by this one event, lawmakers should adopt an overall code of ethics that not only defines what is acceptable in the way of free trips, gifts and perks, but also provides guidance on other important issues, like conflicts of interest.

A code of ethics is a tool many states have to ensure that appropriate ethical standards are met by those in state government and those who do business with state government. Here in North Dakota, we pride ourselves on our honesty and good government. Let's keep it that way by adopting common sense, bright line ethics rules that our citizens, lawmakers and business partners can rely on.
