The plan would adopt a flat state individual tax rate of 1.5% that would effectively eliminate income taxes for almost 60% of taxpayers.
Sen. Tracy Potter, D-Bismarck, said his plan addresses taxpayers' major complaint, the burden of the property tax. Individual state income taxes are of minor concern to most taxpapyers, he said.
The mantra may be good politics — the usual partisan drones will pick it up and repeat it without bothering to examine or think about the proposal itself — but it's not honest.
