GRAND FORKS, N.D. - The NCAA has decided not to act on University of North Dakota President Charles Kupchella's proposal to let schools choose the divisions in which they would compete on a sport-by-sport basis.

GRAND FORKS, N.D. - The NCAA has decided not to act on University of North Dakota President Charles Kupchella's proposal to let schools choose the divisions in which they would compete on a sport-by-sport basis.

The Grand Forks Herald was given a copy of a letter by Bernard W. Franklin, the NCAA's senior vice president for governance and membership, after submitting a Freedom of Information Act request to Kupchella's office.

The letter, to Kupchella, says the NCAA Executive Committee "carefully reviewed" his proposal Monday. Differing rules among divisions would make implementing such a plan difficult, the letter said.
