Delta just announced on their website that they will provide a "weather waiver" for 11 airports in the Northern Midwest.
Includes Fargo, Grand Forks, Minot and Bismarck. So if you have a flight with Delta you can make a one-time change to your travel plans without a fee, if it's been delayed by at least 90 minutes.
If your flight's been cancelled, you are entitled to a refund for at least a portion of the ticket.
